African Food Security to Top G8 Summit
WHITE HOUSE – Europe’s economic crisis is expected to dominate the discussions when the Group of Eight nations hold their economic summit near Washington on Friday and Saturday. Food security in Africa will also be high on the agenda. The meeting at the Camp David presidential retreat will be the first G8 summit to include France’s new president, Francois Hollande.
The French leader was elected on a promise to help move Europe toward a pro-growth economic plan, and away from the austerity policy of his predecessor, Nicolas Sarkozy. Mr. Hollande will meet with President Barack Obama at the White House on Friday, before leaving for Camp David.
U.S. National Security Adviser Tom Donilon said Thursday that the Obama administration favors an approach in which Europe balances economic stimulus with austerity.
“The United States welcomes the evolving discussion and debate in Europe about the imperative for jobs and growth,” said Donilon.
The European Union is America’s largest trading partner, and Donilon said the United States has an “extraordinarily significant stake in the outcome” of Europe’s economic discussions. President Obama says he is confident that Europe can resolve its economic crisis without significant help from Washington.
At Washington’s Center for Strategic and International Studies, Europe analyst Heather Conley says that Mr. Obama is more closely aligned with Mr. Hollande’s views than with those of German Chancellor Angela Merkel, who strongly supports austerity measures.
“Clearly, I think President Obama will want to send a reaffirming message that better [national budget] balancing is required for Europe, so it can quickly return to economic health,” said Conley.
CSIS political economist Matthew Goodman says Mr. Obama hopes the summit will help Europe move toward solutions.
“I think the White House does not want to have a sterile debate about growth versus austerity,” said Goodman. “But inevitably, that is going to be a theme in the conversation.”
The other main topic of the summit will be efforts to boost Africa’s food security and agricultural productivity. President Obama has invited the leaders of Benin, Ghana, Tanzania and Ethiopia to attend the summit.
Analyst Matthew Goodman says those four countries have made progress in improving their food situation.
“They were chosen based on the sort of underlying policy efforts that they had made to promote innovative approaches to increasing agricultural productivity and increasing investment and so forth,” he said.

Goodman says he does not expect any major new commitments of money from the G8 to the African food effort.
Other issues expected to be discussed at the summit are post-war economic support for Afghanistan, tightened sanctions on Iran, and the ongoing violence in Syria.
White House officials say the G8 Summit will be the largest gathering of world leaders in Camp David’s seven-decade history.

Obama Prepares for NATO Summit in Chicago
After hosting the G8 summit at Camp David on Saturday, President Barack Obama will host the NATO summit, beginning Sunday in Chicago. Mr. Obama is preparing for the NATO gathering, which has Afghanistan at the top of the agenda.
The United States last hosted a NATO summit in 1999 – two years before the al-Qaida terrorist attacks on the United States that sparked the first use of the common defense provision in the NATO Charter.
The North Atlantic Treaty Organization has expanded since then. For more than 10 years, it has been focused on Afghanistan since the 2001 attacks. Last year, it took military action in Libya in support of United Nations resolutions.
Under a timetable set two years ago, the United States and NATO are withdrawing all foreign troops from Afghanistan, about 130,000, by 2014. The Chicago summit will approve a formal shift to Afghanistan leading its own security, beginning next year.
The first meeting President Obama will have on Sunday will be with Afghan President Hamid Karzai. Mr. Obama spoke from Afghanistan earlier this month after he signed a strategic pact with the Afghan government.
“International troops will continue to train, advise and assist the Afghans and fight alongside them, when needed, but we will shift into a support role as Afghans step forward,” said President Obama.
U.S. National Security Adviser Tom Donilon says the NATO summit will focus on how to sustain Afghan forces and at what levels after 2014.
“We have made really substantial progress towards burden-sharing, towards a continuing support for Afghan security but with the United States not having to bear the whole load,” said Donilon.
NATO has identified a figure of $4 billion as an annual support level for Afghanistan.
Analyst Stephen Flanagan is with the Washington-based Center for Strategic and International Studies.
“Most allies have not met their pledges to the existing NATO training mission in Afghanistan over the past four years, so their willingness to do so after the ISAF [International Security Assistance Force] forces are withdrawn, when they are even more dependent on Afghan forces for their security, particularly given the incidents we have seen of late, that is a key question,” said Flanagan.
NATO leaders also will discuss funding shortfalls. The United States has shouldered an increasing share of the costs of alliance operations. One of the first sessions will be about NATO capabilities – doing more with less amid budget constraints.
On missile defense, leaders will declare what is called an interim capability for the NATO missile shield for Europe that is designed to protect against launches from Iran. President Obama and NATO still face Russian objections to the program.
NATO begins its summit amid optimism for resolving tensions with Pakistan over supply routes for Afghanistan that have been closed since a cross-border incident last year that killed 24 Pakistani soldiers.
Pakistani President Asif Ali Zardari will attend the summit. National Security Adviser Tom Donilon says there are no plans for a formal bilateral meeting with President Obama, although the two leaders are likely to see each other during sessions.
The NATO talks, coming after a G8 summit in the state of Maryland, will mark another appearance on the international stage for French President Francois Hollande. During his election campaign, he pledged to withdraw French troops from Afghanistan by the end of this year.
Donilon says Mr. Hollande will need to make his “national decision” about that issue, but the United States expects it will conform to NATO commitments.

France Unveils New Cabinet; Half Are Women
New French President Francois Hollande is putting the pieces in place to forge ahead with “a new path” for the European economic power.
Aides announced Wednesday the formation of the new French Cabinet, one day after the Socialist politician was sworn in as president during a rain-soaked ceremony in Paris.
The new assignments include former Socialist prime minister Laurent Fabius as foreign minister and Pierre Moscovici as finance minister. Moscovici is a former minister for European affairs and had served as Hollande’s campaign director.
Other key ministers include new Labor Minister Michael Sapin, new Interior Minister Manuel Valls and Defense Minister Jean-Yves Drian.
Hollande named Jean-Marc Ayrault on Tuesday to be his prime minister. The parliamentary leader of the Socialist party speaks German.
Hollande also appeared to make good on a campaign pledge to have women equally represented in the Cabinet. While most of the top posts went to men, 17 of the 34 positions have been filled by women.
One of the country’s leading women politicians, however, is not part of the Cabinet. Socialist Party leader Martine Aubry – a rival of Hollande – said she agreed not to takea consolation post as it made little sense.
After his inauguration Tuesday, Hollande flew to Berlin for key discussions with German Chancellor Angela Merkel. The two leaders pledged to work together on proposals to generate economic growth in Europe and avert a currency crisis.
During his election campaign, Hollande criticized the austerity deal forged by his predecessor, Nicolas Sarkozy, and the German chancellor. The new French leader said he wants to spur growth and reduce debt without measures that hurt people. Merkel has said the recent eurozone treaty, which imposes budget austerity among its 17 member nations, is non-negotiable.
European leaders will meet informally next week and at a summit in June.

JPMorgan is facing increasing pressure to explain recent losses. Last week, the world’s largest bank disclosed a loss of at least $2 billion from trades that were supposed to protect the firm from risk. Now the FBI is looking into whether any laws were broken, and shareholders are looking for assurances that it won’t happen again.
Just days after JPMorgan Chase reported the loss, Jamie Dimon, the bank’s embattled CEO, apologized to shareholders. “This should have never happened. I can’t justify it. Unfortunately, these mistakes were-self inflicted,” Dimon said.
Tuesday, the FBI said it was launching a probe. And, on Wednesday, lawmakers held a hearing to determine if new regulations are needed. New laws that go into effect in July would limit some banks from making proprietary bets with publicly-insured money.
Financial strategist Peter Cardillo blames the new regulations on Wall Street’s appetite for high-risk gambles. “There’s no question, derivatives have turned Wall Street into a casino. There’s no question about that,” Cardillo said.
Although Cardillo has concerns about a rush to over-regulate, Treasury Secretary Timothy Geithner says the JPMorgan fiasco makes a powerful case for stronger financial oversight.
“The test of reform is not whether you can prevent banks from making mistakes, errors of judgement Risk management, that’s going to happen. That’s inevitable. The test of reform should be do those mistakes put at risk the broader economy, the financial system or the taxpayer?,” Geithner said.
Ironically, JPMorgan’s Dimon has been among the harshest critics of Wall Street reform. But shareholder Peter Skillern wonders who’s watching their CEO — who also happens to be the company’s chairman.
“So who oversees that unit? Jamie. Who oversees Jamie? Jamie. That’s the problem. He’s his own boss,” Skillern said.
Despite their concerns, shareholders demonstrated support for their chairman — voting against a proposal to split his position into two separate jobs. Outside, protesters threw eggs at a picture of Dimon and expressed a litany of complaints against what they call the “fat cats” of Wall Street.
“The big banks need to be broken up, as well as reducing principal for homeowners that are underwater with their mortgages and clearly for them to stay out of, keep their money out of politics, which is really destroying our democracy right now,” one protester said. JPMorgan’s trading blunder has already prompted several resignations. Analysts say more employees are likely to lose their jobs.

Greece Appoints Caretaker PM, Sets Date for New Elections
Greece has sworn in a senior judge as the country’s new caretaker prime minister.
Council of State head Panagiotis Pikrammenos was appointed Wednesday after major political parties failed to form a coalition government following several attempts to broker a deal.
The 67-year-old Mr. Pikrammenos will be tasked with organizing the country’s repeat elections scheduled for June 17.
Analysts say the new elections, like those held earlier this month, are also likely to produce a hung parliament with no party securing enough votes to form a government. But a radical left coalition led by Alexis Tsipras, the Syriza party leader who fiercely opposes austerity measures, has gained enough support to have a major influence.
This could lead Greece on a collision course with the European Union, whose leaders have said the country will not get any more loans unless it adheres to the tough debt-reducing plan.
The Greek political impasse has rattled European markets and threatens to undermine the eurozone. The issue figured high in the first official talks Tuesday between France’s new president, Francois Hollande, and German Chancellor Angela Merkel. During the meeting in Berlin, the two leaders said they support Greece staying in the currency union.
“We have to respect the fact that there are new elections in Greece. So I speak for myself and have made it clear that we want Greece to stay in the eurozone and want its citizens to vote for this. Part of doing this is that the agreements of the memorandum [agreement with creditors] must be kept,” Merkel said.
On Wednesday, the European Union Commission president, Jose Manuel Barroso, said that while the EU wants Greece to stay in the eurozone, there is no way to change the commitments the previous Greek government made for the austerity plan. As a result, he said Greek voters will have to decide whether to stay in the 17-nation currency union.
“This being said, the ultimate resolve to stay in the euro area must come from Greece itself. We are fully aware that the present situation is asking a lot of the Greek people and many sacrifices. But this is the result of policies made in the past,” Barroso said.
The political stalemate in Greece has led to rising concerns among eurozone financial ministers that Athens will not uphold the austerity commitments it made as it secured the country’s second financial bailout in the last two years.
The economic measures include deep spending cuts, tax hikes, pension cuts and eliminating thousands of government jobs. Greeks have taken to the streets in sometimes violent protests against the bailout requirements.
